From what I've seen, it sounds like someone at Valve accidentally removed the game proper from the package. Try again tomorrow if it doesn't automatically show up in your library.

I claimed the key but it hasn't showed up in the promotions tab yet for me been like 4 hours

Wierd. Showed up for me after about 15 min

You can check activation history through the Arc launcher to make certain it went through.
