Actaully If I'm understanding my dad right, 240 north/south wouldn't be wrong. You are right North/South highways and interstates are odd while East/West highways are even but bypasses, beltways and such, have three digits and use a different numbering system. What that sign is saying is that that's a north/south segment of a bypass for an east/west road. Meaning you can go north or south around, say a city, rather than through and rejoin 40 somewhere on the otherside. The sign is correct.
