Apparently, Bungie was going to allow custom images for player emblems in Halo 3, then decided it was a bad idea after they found themselves drawing inappropriate things on their characters. So it's probably for the best that STO doesn't let you do that either.

Yeah I assumed that was the case, consider the names some people call their characters and ships it's a good idea.
